Leadership
INEOA OFFICERS 2008Executive Director John Ryan currently serves as a sergeant with the Troy (NY) Police Department, joining the department in 1983. He also served as a police officer with the East Greenbush (NY) Police Department from October 1980 to December 1983, and served as a military police officer with the Army National Guard from 1986 to 1996. He holds a BS in Criminal Justice from Southern Vermont College. He joined INEOA in 1987. President Stephen Minger is currently assigned as the Deputy Special Agent in Charge and Chief of Investigations for the DOD Criminal Investigation Task Force, having been appointed to that position in January 2003. Prior to that he served as the first and only Special Assistant for Drug Enforcement Matters to the Commander, Air Force Office of Special Investigations; Superintendent of Undercover Operations Branch, HQ AFOSI; Chief, AFOSI Drug Enforcement Branch in Central Europe; and Chief of AFOSI Drug Crime Investigations at Ramstein AFB, Germany, and at Vandenberg AFB, California. He has received numerous awards and citations for proactive counter-drug operations he has led. Minger is a graduate of the USAF Special Investigations Academy and the USAF Air Police School, and has been an AFOSI Special Agent for over 36 years. He has been an active INEOA member since 1978. 1st Vice President Leslie N. Charles is currently serving as the Duty Manager – Officer in Charge of Airport Security at the Crown Point International Airport, Airports Authority in Trinidad and Tobago, Tobago, West Indies. Charles has received certified training in Airport Police Management, Drug Law Enforcement, Crime Prevention and Detection in the area of drug trafficking. He also has special training in terrorist interdiction and as a Weapons of Mass Destruction Technician (WMDT) from the U.S. Department of Homeland Security. He has been very active in suppressing drug traffic at the airport in the West Indies, having stopped numerous attempts to smuggle contraband drugs through the West Indies Airport, which is one of the favorite areas of international traffickers. He has been an INEOA member since 1996. 2nd Vice President Special Agent Charles Noonan has been with DEA since January 1996. He is currently assigned to the Miami Field Division HIDTA Enforcement Group 2, a position held since November 2004. He was assigned to the Miami Field Division Special Support Unit as the Division Training Coordinator from June 2001 until his present assignment. Prior to that, he was assigned to Miami Field Division Enforcement Group 9. Noonan served as a police officer with the Omaha (Nebraska) Police Department from August 1992 to January 1996. Prior to that he served with the United States Air Force for eight years where he was a Special Agent with the Air Force Office of Special Investigations and an Air Force Security Policeman. Noonan holds a BS in Criminal Justice from Troy State University and an Associate Degree in Criminal Justice from the Community College of the Air Force. He has over 21 years of law enforcement experience, including 10 years undercover duty and 10 years as a law enforcement instructor. 3rd Vice President Supervisory Special Agent James McCartney is currently assigned to the US Naval Investigative Service Resident Agency in Yokosuka, Japan. He initially entered duty as an NCIS Special Agent in 1987 following 18 month’s service with the FBI, and conducted criminal, fraud, and foreign counterintelligence investigations for the Navy in Little Creek, VA. Subsequent NCIS assignments included Iceland in 1993 and Pascagoula, MS in 1995, where in addition to conducting major procurement fraud investigations, he was a member of the FBI Pascagoula Drug Task Force. In 1997, SA McCartney left NCIS and accepted a position as an Ohio Certified Police Officer with the Steubenville Police Department serving for four years, 2½ as a Narcotics Detective. He returned to NCIS after September 11th 2001, and was assigned to NCISRA Great Lakes, IL, where he conducted criminal and narcotics investigations for three years. In 2005, McCartney accepted a position at NCISHQ where he completed a two-year tour of duty in the Criminal Operations Directorate as Desk Officer, Acting SSA and Acting Division Chief, where he coordinated and supported Undercover Operations for NCIS. He was promoted to Supervisory Special Agent in late December 2006 when he reported to NCISRA Yokosuka, Japan. McCartney obtained his BS Degree in Business Management from West Liberty State College, West Liberty, WV in 1986. INEOA BOARD OF DIRECTORS 2008Board Member Michael Amico retired after serving two terms as the Sheriff of Erie County, New York. Prior to serving as Sheriff, he was Chief of Detectives for the Buffalo (New York) Police Department. He served with Buffalo PD in several capacities for over 25 years. Amico served with the US Air Force prior to joining the police department, and retired from the Air Force Reserve as a Lt. Colonel. He joined INEOA in 1962, and has continued to be active in the association, being elected to the Board of Directors in 1973. A graduate of the University of Buffalo School of Law, Amico served as Counsel to INEOA during the 1980’s. He has attended most of the annual conferences since 1962. Board Member John Colaneri is currently a Detective Sergeant with the Troy Police Department, Troy, New York, where he began his law enforcement career in 1978 as a patrolman. He is the Vice-President of the Capital Region Chapter of East Coast Gang Investigators Assn. and a member of the FBI’s Safe Streets Task Force. Colaneri earned an AAS degree from Hudson Valley Community College. He has been an active member of INEOA since 1990 and a member of the board of directors since 2003. Board Member Major General Enrique Cuadra, Philippine National Police (Retired), is the President and Chief Executive Officer of Advance Forces Security and Investigation Services, Inc., Quezon City, Philippines. He assumed that position after his retirement as Deputy Director of the National Drug Law Enforcement & Prevention Coordinating Center. He began his law enforcement career in 1972 as Regional Officer of the Constabulary Anti-Narcotic Unit, and was appointed to a successive number of upper-level PNP management positions, including Provincial Director in 1985 over seven provinces, Deputy Director for Operations, PNP Narcotics Command in 1996, Director Police Community Relations 1997, and Regional Director in 1998, covering four provinces and five cities. Cuadra holds a Ph.D. in Criminology, and has been an active member of INEOA since 1991. Board Member Richard J. Hayes was installed as the 46th President of the International Narcotic Enforcement Officers Association at the 47th Annual Training Conference held at the Hyatt Regency Hotel, Phoenix, Arizona, during the week of October 15, 2006. Hayes, who will serve as INEOA President for 2007, succeeds Supervisory Special Agent Michael Harris of U.S. Immigration and Customs Enforcement, Washington, D.C. Hayes was recently appointed as a Special Investigator with the Organized Crime Task Force, Office of the New York State Attorney General, where he works closely with local, state and federal enforcement agencies to investigate narcotic trafficking, racketeering, gambling rings and money laundering. In 2006, he retired after a long and distinguished career with the Nassau County (New York) Police Department, where he served as Commanding Officer of the District Attorney Squad. President Hayes joined the Nassau County Police Department in 1977 as a police officer, was appointed Detective in 1984 and promoted to Detective Sergeant in 1987. He was assigned to the Narcotics Bureau in 1991, where he spent the next 11 years. In 2002 he was appointed as Commanding Officer of the District Attorney Squad, a position that he held until retirement. President Hayes has directed and participated in numerous conferences, training schools, and seminars. He has attended the ATF Undercover Academy (FLETC) in Georgia, as well as a range of DEA, HIDTA, FBI, and Department of Homeland Security training seminars. He has been a frequent participant at INEOA training conferences since becoming a member in 1991, and is well-versed in combating narcotics trafficking, organized crime, money laundering, and illegal gambling. Rich has also attended the Reid Interview and Interrogation School and has received instruction in conducting wiretaps and electronic surveillance from DEA Drug Commanders conferences and the Washington Crime News Service Enterprise Corruption School in Phoenix, AZ. President Hayes earned a Bachelor of Science degree from the University of Dayton in 1973, and a Masters in Public Administration at C.W. Post, Long Island University in 1991. He is an associate of the American Academy for Professional Law Enforcement and is a member of several other organizations, including the International Police Association, Fraternal Order of Police, and the Holy Name Society. A Trustee of the NCPD Superior Officers Association for the past 16 years, Rich joined INEOA in 1991 and has been an active member since. He was elected to the Board of Directors in 2004 and served as INEOA 4th Vice-President in 2005 and as 1st Vice-President in 2006. A married father of three children, President Hayes currently resides in Long Island, New York. INEOA is delighted to have him as President for 2007. ADVISORY BOARD 2008The INEOA Advisory Board meets annually at the INEOA Conference to consider matters concerning drug enforcement and drug abuse, and the Chairman reports any recommendation of the Advisory Board to the INEOA Board of Directors at their annual conference board meeting. Advisory Board members include all past INEOA Presidents, and one representative from each of the two INEOA Affiliate Organizations and eight INEOA Affiliate Advisory Organizations.
